Ms. Mfinanga is currently serving as a Board Member of SELF Microfinance Fund, bringing over 35 years of distinguished experience in public administration, legal reform, and policy development. She is a seasoned legal expert and legislative drafter who has served in senior legal positions both in Tanzania and internationally, including as Principal Legislative Draftsman at the Attorney General’s Chambers of Tanzania and as Chief Legislative Drafter for the Government of Botswana.

Throughout her career, Ms. Mfinanga has played a pivotal role in drafting, reviewing, and reforming key national legislations in Tanzania and across the East African Community. Her extensive expertise spans governance, public sector reform, and gender rights advocacy, with notable contributions to the modernization of legal frameworks and institutional strengthening initiatives across the region. She has also provided advisory services in law revision, policy formulation, and institutional governance aimed at enhancing legal systems and promoting gender equity.

Ms. Mfinanga holds a Master of Laws (LLM) in Legislative Drafting from the University of Dublin, Trinity College (Republic of Ireland), an Advanced Diploma in Legislative Drafting from the University of the West Indies (Barbados), and a Bachelor of Laws (LLB) from the University of Dar es Salaam (Tanzania).

She is a member of the Tanganyika Law Society (TLS), the East African Community Sectoral Council on Legal and Judicial Affairs, and the Tanzania Women Lawyers Association (TAWLA).
